Capaian Program Reformasi Birokrasi 2015-2017

Global Competitiveness Report 2017-2018 yang baru-baru ini diumumkan World Economic Forum (WEF) menunjukkan harapan baru pada upaya Pemerintah dalam membangun Aparatur Sipil Negara professional, berintegritas, dan berkinerja tinggi. Menurut laporan tersebut selama kurun waktu 2016-2017 dan 2012-2018 Indonesia mencapai kemajuan yang diumumkan pada 23 September tahun ini, Indonesia mencapai kemajuan yang cukup membanggakan dan menimbulkan harapan baru. Antara 2016-2017 Indonesia naik 5 tingkat dalam daya saing nasional, naik 19 tingkat dalam kemudahan berusaha, naik 19 tingkat dalam indek persepsi korupsi, dan naik 23 tingkat dalam efektivitas pemerintah. Indeks efektivitas pemerintah adalah salah satu ukuran dari kemampuan birokrasi publik dalam menjalankan tugas dan fungsinya.

ABSTRACT

In many Asian countries, public administration is in the process of considerable change and reform. Citizens in these countries have demanded faster,  better, and cheaper public service. The have also demanded for more effective and efficient government. In order to meet these demands, the nation has to change its public management into more democratic, efficient, and citizen-oriented government.  A civil service reform is needed in those countries with respect to their own social cultures. As a part of the bureaucratic reforms in a country, reform of the civil service is unavoidable.

REFORMASI BIROKRASI ATAU REFORMASI PIMPINAN ?

     "Birokrat tulen adalah seorang yang benar-benar mempunyai bakat menakjubkan. Dia menulis dalam bahasa Inggris yang tidak dipahami semua orang di dunia, Dia juga memiliki kemampuan yang luar biasa untuk membuat peraturan yang sangat membingungkan dan tidak  mungkin bisa dijalankan." Sindiran Henry Mencken yang ditulis pada tahun 1930 itu sangat tajam menghunjam jantung para Aparatur Negara. Birokrasi pemerintahan yang menjalankan roda pembangunan dan pelayanan masyarakat. Tidak mengherankan kalau kemudian, DR. Eko Prasojo, guru besar dari Universitas Indonesia, merasa gerah melihat prinsip-prinsip "good governance" yang menjadi acuan bagi banyak Negara di dunia, tidak berjalan di Indonesia. Mengapa semua itu berlaku? Jawabannya sederhana. Belum ada "kemauan politik" (political will) untuk secara sungguh-sungguh melaksanakan "tata kelola pemerintahan yang baik" tersebut. Lalu dari mana seharusnya "kemauan politik" itu datang? Jawabannya jauh lebih sederhana dari pertanyaannya. Dari pimpinan tertinggi suatu Negara. Jadi, mana yang perlu  dilakukan lebih awal? Reformasi birokrasi atau reformasi kepemimpinan agar pemerintahan mampu berjalan baik?

Abstract

Good governance is gradually being seen as panacea for developing countries and considered as a holistic approach for development in the development debate. The concept of good governance has been promoted, especially by the international development community i.e., World Bank, International Monetary Fund, and United Nations Development Programme.

The concept of ‘good governance’ has some of the following effective dimension, which are among all, namely : public accountability and transparency, the role of law, anti-corruption measures, civil society participation in development, and overall respect to human right. Therefore, in the implementation, a good governance concept should involves the active cooperation of three elements, which are : government, civil society, and business sector.
